#3200 Appointment Patient search shows inactive patients

Problem Summary:
The patient search in the appointment edit or add page shows inactive patients

Expected Result:
You should not see inactive patients in this patient search, you shouldn't be creating appointments for inactive patients

Actual Result:
Inactive patients are displayed and searchable

Steps to Reproduce:

• Create an inactive patient
• Add an appointment
• search for that patient

Active only shows up for search.
Inactive shows up when using 'inactive' button.
