#3190 Scrolling to top of progress notes section causes Encounter Screen to jump to bottom

Problem Summary:
When you scroll to the top of the progress notes section in the Encounter Screen, the whole screen jumps and re-positions itself to the bottom of the screen. The obscures the view of the top boxes (preventions, prescriptions, etc) and disrupts the worklow of the person entering the note.

Expected Result:
When the top of the progress notes section is reached, additional (older) notes should load without causing the Encounter Screen to reposition to the bottom of the screen.

Actual Result:
The screen jumps and repositions to the bottom of the screen.

Steps to Reproduce:
(1) Go into a chart with a number of progress notes.
(2) Scroll up in the progress notes section until you reach the top of the progress notes section.
(3) The Encounter Screen will jump and reposition to the bottom of the screen.

12_1 Deb 362 (fresh install) + Ubuntu 12 LTS (fresh install)
