#3173 check_hin.js is hard to understand and maintain

The code from check_hin.js dates to 2003, it is outdated and convoluted, hard to understand and maintain. A good cleanup would be useful.

Hi, I have a working code for this already, I am in the way of figuring out how submit it to Gerrit (and take the time to actually do it).
