#3172 EDT does not accept billing files that have more than 500 bills

Apparently, EDT does not accept billing files that have more than 500 bills in them.

OSCAR does not limit the number of bills it puts into a generated file. This can lead to issues resulting in manual manipulation of the files (which is error prone).

It would be ideal if OSCAR generated files with a maximum of 500 bills per file. If more than 500 bills were to be generated, it would automatically split the bills into multiple billing files (that is, as many as needed to keep each file having a maximum of 500 bills).
