Steps to reproduce:
1) Login to OSCAR with user that has 'administration' level privileges
2) Click on 'administration'
3) Click on 'billing' -> list will expand
4) Click on 'manage private billing code'
5) enter in a code (i.e. O001A) and click search
UI will tell you it's new so you can add it.
6) Enter in the rest of the details (description, fee, effective date)
7) Click 'save'
8) The record is successfully added
9) Enter that same code in the 'private code' box like before
10) Click the search button
The code won't be found and you can repeat this process over and over. I was able to add 3 of the same entry. You might think that they are different because of other data being different (i.e. description, fee, add gst or effective date) but when go to edit one of these duplicate records, it changes that field(s) in all of them that match.
for instance, one record had a description 'test1', the 2nd had 'test2' and the 3rd had 'test3'. When I changed one of them to test2, they all got that description.

Worked fine for me. I added a record, then hit search, it said I could edit record. See attached.
If it is still an issue for you, see if you can get more details, or stack trace, etc.
