The parser for Report by template appears to use XML taken from data stored in reportTemplates.templatexml however the parser does not respect standard xml comments by ignoring them, ie:

If you try to save a template with an xml comment, it will not save and then echo:
Error: Error parsing file

Unable to reproduce. XML comments are parsed just fine.
