#3002 Can't search for unlinked lab results

problem summary
The inbox search doesn't work when you select "unassigned" physician

expected result
Searching with the health card number and the "unassigned" physician should show all unassigned labs that match that health card number

actual result
Searching with the health card number and the "unassigned" physician never shows any results

Steps to reproduce
- Locate a unassigned lab
- note the health card number
- search for the lab in the inbox by opening inbox -> search
- Use the noted health card number, select the "unassigned" physician and select the Report Status of "all"
- Click search

Please, specify right choice, I don't have 'unassigned' in my list of physicians: I got 'all', 'unclaimed' and the provider list followed

Re-tested R12.1 (build #436): issue still present, search does not work properly with HIN and 'unclaimed' physician.
