#2919 AR-1form allows other users to enter data when form is locked and fail first user data saving

Precondition:

1. OSCAR McMaster trunk, system and DB up and running.
2. OSCAR user has the correct credentials to login

Steps to reproduce the problem:

1. Launch the browser and open OSCAR McMaster site in the testing environment
2. Log In.
3. Select the Search function
   from the top navigation bar on the main page.
   4 Search by patient name
4. From the record returned click on the hyperlink “E” (eChart)
   6.When redirected to eChart under Forms section activate "ON AR Enhanced" form
5. Client’s information is auto-populated on the form
6. Under “Viewers: 2” (number of the users same time assessing same form for the same patient)
   select: ”Request Lock”
7. Add required information
8. Save the form by selecting “Save and Exit”

Expected Result:
When two users are simultaneously opening AR1 form and one of them is activating ”Request Lock”, system allows first user to save data in AR1 form by selecting “Save” or “Save and Exit”Second
user will not be able to enter and save any data. This user should have warning message under “Viewers” view

Observed:
Second user has possibility to enter information into opened form, even when form is locked by the first user. In this case data will not be saved anyway for first user.

This issue is still occurring -- we verified it using build #1959 from Oscar Master.

this would be a feature request. The function there isn't so much to lock it, it's to notify the users if anyone else has that form open, and if you are on an out of date version.
