#2899 Attempting to edit template causes logout

Attempting to modify or create a template (navigating to $OSCAR_URL/admin/providertemplate.jsp) causes the user to be logged out.

Steps to replicate:
1) Log in to Oscar
2) Either:

- go to Admin, click on "Insert a Template"   
- go to a patient's chart, click the Templates drop-down above the note section and choose one of the options on the drop-down

3) The user is unexpectedly logged out.

No errors are logged in Catalina for this behavior.
