Problem Summary:
The document previewer in the Inbox is showing inactive patients in addition to active patients even with 'activeOnly' checked
Expected Result:
The document previewer should only show active patients with 'activeOnly' checked dna show all patients if 'activeOnly' unchecked.
Actual Result:
The document previewer show inactive patients and active patients ignroing the 'active only' selection
Steps to Reproduce:
1. Set a patient to inactive.
2. Go into the document previewer in the Inbox by clicking on a document in the queue.
3. Uncheck 'Active Only' checkbox
4. Enter the inactive patients name into the "Demographic" field.
5. The inactive patient will appear in the list of autocompleted patients
