#2573 Veiw MOH files archive feature not working

When testing the archive button. it returns an error HTTP-404 status error Invalid path /billing/CA/ON/moveMOHFiles was requested. I also noticed that this action moveMOHFiles is not defined in the struts-config.xml which is probably the reason for that error.

Steps to reporduce:
- Enable moh_file_managemedt on the properties file and all the related directories
- Put a file on the inbox directory
- On Oscar click Admin>view MOH Files, you find that file in the inbox
- click the checkbox and click archive, and a window with the error pops up
