If a demographic record is assigned to a program that the viewing provider is not in then the page is errored to src/main/webapp/casemgmt/clientNeverInTheProgramError.jsp ("You cannot access this client's Encounters because he/she has never admitted in the <%=programName %>.") . The error description in this page

a) is grammatically incorrect
b) should be localized in the oscarResources_XX.properties files
