#723 Ganglia package configuration not repeatable

If you configure Ganglia package _after_ you have run
"Install OSCAR Server Packages" and try to re-run the
step, the changes are not reflected in the
configuration files - this is due to the fact that the
scripts only make changes to the default values, but
not values that have been modified by Step 2.

Bernard, could you please raise the priority of this bug to
8 (at least)? The configurator should do its job right. I
might work on it during the next days because it is
important when dealing with multiple arches.
