[oscar-announce] New Oscar release

I have released a new version of Oscar today.  One of the biggest 
changes is the support for updating a bundle and refreshing its exported 
packages via the PackageAdmin service of the OSGi 2.0 specification; 
this is the first step (of many) towards 2.0 compliance.

I tested the release on my machine and all of my bundles worked 
correctly; there wasn't much in the way of third party testing (except 
for Yann!) so it is quite possible that some problems still lurk, so 
please let me know if you run into any.  The new release is backwards 
compatible with profiles from the last version.

yet!  ;^)

In this release I have introduced a new bundle repository that allows 
you to install the example bundles off of the Web. If you have bundles 
that you would like included in the repository, please contact me.
