[oscar-announce] Oscar update

I have released a version of Oscar (0.9.4a) that really fixes, rather 
than partially fixes, the refresh problem under Windows. Even though 
this issue only directly impacts Windows users, it is worthwhile for 
Linux users to download it to avoid unneeded open file pointers.
