#6 Launching issue description popup momentarily shows old data

When the user selects an issue (either by code highlight or by clicking it in the summary panel), it pops up immediately, but takes a moment to populate with the correct data. That is, the first time it's launched, it shows "No issue" information momentarily, and on successive calls, shows the previous issue information momentarily. This effect will be worsened with slower internet connections.
