#4 Header elements (eg h3) have too much topmargin inside divs

This is the IE box model bug: http://stackoverflow.com/questions/927261/internet-explorer-margin-issue-inside-div-with-padding. Will need to find a good workaround.

For instance. see any popup window: in Firefox, the title is too far down from the top. Also see the Assign Review Teams page--the group headings have way too much gap above them.
