#14 Verify submission is textual when text file expected

In the first programming assignment Fall 2009, at least 3 students uploaded a zip instead of just the .c file as the system requested. The system accepted the zip and renamed it to .C, resulting in jibberish for the TA as the OSBLE review.

OSBLE should check that an uploaded file is indeed a text file when a text file is expected.
