[Os-sim-support] Missing plugin groups on fresh v2.2 install

I just did a fresh reinstall of OSSIM v2.2 and noticed that my plugin
group section in the policy form is empty. Any idea how to get it
populated? The initial v2.2 install had the plugin groups.
