Summary:     - Spawner's config property UseRelativeSpeed can now take the following value
  . false/none: same as former false
  . spawner: same as former true
  . object: use only the object's rotation and scale to compute the object's relative speed
  . both/true: use both the spawner's and the objet's rotation and scale to compute the object's relative speed
- Updated CreationTemplate.ini accordingly
