Can confirm.
I'm unable to reproduce this bug, but this does happen from time to time.
My OS is Win7 Pro 64bit.
I have cygwin and MinGW-w64 installed. (I have also previously installed MSYS2)
Complete uninstall and reinstall of Dev-C++ doesn't help.
