reinstall devcpp, open an empty file
and repeat these steps:
If you select something, press ctrl + C, then move on to the next line, press tab, then ctrl + V, and after ctrl + Z.

Can you be more precise about the bug report, and about 'not properly'? I can't replicate anything.
