For anyone who may be (still) interested (a decade+ or so later)...
A fork of the orwell codebase with changes exists, with two branches, with the branches buildable with lazarus 1.26 for windows only. (Project load/build attempt with next version of lazarus, maybe it was 1.4x or so, seemed to get trapped by a presumed 'sanity' check of some sort.)

The repository should be visible at https://sourceforge.net/u/contributor/orwelldevcpp/ref/master/.

I don't know that I will be doing anything more with it, but thought somebody else may be interested, since there seems to have been a fair amount of interest in devcpp over the years, and delphi is not readily available to all to work with the codebase. Since even orwelldevcpp appears to not have been recently maintained, perhaps this will be helpful/useful to someone.

It seems to at least sort of work. (The 5.10 branch has been exercised a bit more than the 5.11 branch, FWIW.)
