Ortro 1.1.4 Released

Ortro is meant to be an easy and centralized way for job scheduling and application monitoring.

The capability to retry a job on failure to avoide false-positive notifications was added.
The sms_ftp, TestGen4Web_simpletest, file retention and check_tail_status plugins were updated.
There are small bugfixes and impovements for the GUI.
