#37 PHP.ini file

I'm trying to create a new calendar. I copied the
install and help folders from an existing account and
pasted into a new account sites directory. When I
launch the index.html file I get a message saying I
should turn on the register_global variable in the
php.ini file. I located the file and changed the
variable to On instead of Off. I saved the file,
rebooted and tried again. I got the same message. Any
idea what's going on? Thank you very much.
