#2 Adds Aircraft Usage/Accounting

This patch addds additional fields for tracking
aircraft usage. When editing a signup, 6 additional
pieces of information can be entered: tach start, tach
end, fuel start, fuel end, oil added, and notes. An
additional report has been added to summerize the usage
by resource. Eventually I expect to add more reporting
options. These modifications have been in use on real
data for a couple of weeks now, with no problems
observed. A configuration option has been added to
enable or disable the changes.

The patch was created by the linux/unix program called
"diff". The best way to apply this patch, is to run this
supplied file together with the distribution of ORS into the
unix/linux program called "patch". If that is not possible,
I suppose I could upload a zip file that contains the
modified files. You could then just unzip the modified
versions and copy them on top of the latest ORS files.
