#18 Localize resource rules & display elements

In the process of implementing the ORS, we've found that
the vast difference between the types of use our SEM/TEM
instruments versus the XRD units combined with the global
nature of most of the scheduling rules creates some issues.
For example, the XRD's are used 0.5 to 24 hours at a time
with individuals having multiple bookings each day or week -
24/7 - versus the SEM which is used in blocks of 4 hours,
one booking per person per week, 5 days a week, between
the hours of 8am to 1pm (1pm to 6pm is walk-in use only).

This was worked around by setting up a different "web
site" for the XRD, TEM and SEM units. Not a big issue as
there are just a handful of cross-trained users, but user
management could get hairy if otherwise.

All the above could be avioded if the rules and calender
display elements were localized to each resource.
