#11 Resource Management changes

When a resource is added, the default user privledges
for existing users should come from the "new user has
access" field of the resource instead of the
configuration option "users have access to new
resources by default" (remove that config option). A
comment should be added on the new resource entry page
which explains this behavior.

Jeremy examined this and decided that to solve the problem,
we need to revise the way new resources are added entirely.
Instead of adding a resource then allowing it's name to be
set, a resource shouldn't be added to the database until
AFTER the user has provided the aircraft's information.
