Cannot completely uninstall because folders under data ie 1,2,3 etc contain .csv files that will not delete even when they contain no data. Any reason why and how can I resolve it? I have used the control panel supplied by my web host but it makes no difference.

Almost certainly the problem is that your webhost runs their web server as a particular user and, thus, the files that get created by ORS probably owned by the webserver user rather than yourself. Two solutions:
(1) grab the "forceunlock" utility which is in the files tab (or find it here:
put that php file into the main ORS folder and point a web-browser at the file: forceunlock.php. It will unlock the folder so you can delete it by hand.
(2) ask your webhost to delete it. An admin user can delete that folder.
