It can be added by rt click in the diagram area and selecting from ORM Tool list. The Fact editor is there at the bottom on startup, but it looks like my habit of autohiding the taskbar in W2K3 Server somehow obscures the tab, or any scrolling option that might be used to get to the tabs that don't fit on one line. Still think it's a bug (just not what I thought it was). Haven't tried a simlilar IDE setup with another tpye of VS 2005 project to see if it's generic to VS, rather than to NORMA tool.
