#50 pass ChartReport parameters to Drill Down report

ChartReports that use parameters should pass these parameters to their drill down reports in addition to the drill down parameter. Currently (Pro 3.0.0), not having these parameters prevents the drill down from producing the same data as was used to generate the chart.

A quick look in ChartReportEngine.java shows the main difficulty to be that the various chart URL Generators do not have access to the ReportEngineInput to get these parameters.
