[orats-user] Orats-0.1.3 is released

Orats-0.1.3 is released today.

It fixed a few document errors.
It also allows <& and <% tags (except <% %> tag) to 
nest inside <%init|once|shared|cleanup|plsql> blocks.
This feature is needed to make the code flow smoothly.
