Use SHLIB_SUFFIX instead of hard coded value for shared lib suffix.

use DLOPEN for unix code

added some x-platform dlsym magic macros

add test for HAVE_DLFCN_H

SHLIB_SUFFIX moved later - must come after CONFIG_CFLAGS

added -DSHLIB_SUFFIX to DEFS

update Oratcl_Init to load the oracle library from $env(ORACLE_HOME)/lib

remove Oracle version specific code making this revision only compatible
with Oracle 9i and 10g

new version of oratypes.h

Basic attempt to convert to using a dynamically loaded Oracle client
library at run time instead of linking to said library at compile time.

This is a very basic attempt and it will need some refinement.

move test directory to tests directory for TEA3 compliance
