convert oratcl internal code to use new oramsg function

correct type of ora_fcd, should be ub2 not int

With the eliminiation of the oramsg array, fcd is now part of the
statement handle; remove local variables fcd and retrieve the fcd
attribute directly into the handle ora_fcd element.

With the eliminiation of the oramsg array, peo is now part of the
statement handle; remove local variables peo and retrieve the peo
attribute directly into the handle ora_peo element.

change Oratcl_PLexec to use bind_list element of statement handle structure
now that Oratcl_ColAppend will append to bind_list for PL/SQL statements
of type OCI_STMT_BEGIN and OCI_STMT_DECLARE.

rename local variable to prevent conflict with array name in other tests

correct oraasync handling of pl/sql statements with regards to fetching.
