add a test of ref_cursor binding using a plsql package procedure.

part of last update, forgot this file

corrected the loading of the package tcl files (oralong.tcl oralob.tcl) and
have those scripts record their location in ::oratcl::oralong(script) and
::oratcl::oralob(script) variables.

enable builds for Oracle 9 on unix platform.
