move configure scripts back into unix/win directories.

Moved definitions for ORACLE_HOME and NLS_LANG to the Makefile when
running the test suite. Previously paths were hardcoded into the
test environment, causing the test suite to fail on all but one platform.

Removed extraneous space from test target

Fixed test suite to work in the nightly build environment.

Fixed test: target so that the path to all.tcl is passed through cygpath.
This was causing the tests to be DOA on NT.
