Removed extraneous space from test target

Fixed test suite to work in the nightly build environment.

Fixed test: target so that the path to all.tcl is passed through cygpath.
This was causing the tests to be DOA on NT.

remove old windows build files

remove the old oratcl.dll files from the win directory
