Description : System not sent notification to the subscriber when assigning a leave.but it works for all other actions : ( Leave application, Approving, Cancelling, and rejecting).So it is better to sent mail notification to the subscriber when assigning a leave.

Fix :
1. Admin -> Subscriber -> Add option to enable the Assign Leave notification
2. When supervisor assigning a leave, notification should sent to the respective Employee and Subscriber ( if enabled in the subscriber form).
