HR Admin user rights are not consistence
1.Ess user cannot add License No and Date Of birth in personal infor but these two fields are enable for him but he cannot add/edit Job or Salary for him self as ess user.
2. HR admin cannot edit his Salary/ job and report-to details.
Expected Fix : There should be a consistence behavior through out the system. Need to discuss and take a decision
