#5708 PIM reports does not work properly for .5 values

module: PIM-> Reports

Description:
PIM reports does not generate correct reports when .5 values are entered for "Age group" and "Service Period" constraints.
Assume that today is 2011/11/10
1. log in as admin
2. add an emloyee (Chamila) add the following Joined date:
2010/05/11
3. then define a PIM Report which has following constraint:
Service period: less than 1.5
4. then run the report
5. no records are displayed in the report.
but for 2011/11/10, chamila has less than 1.5 service period.
