#2 dash -f option needed for opr -m

when creating a new record (opr -a) currently has a -f option (opr -a -f) which allows the record to be added into the repository without opr verfiying the passowrd works ion the target database.

This request is to have a "-f" option on the modify command as well.

The way things are today if one has a repository with entries based on a -f requirement (such as the password being for a non-oracle system or the target oracle system is not currently available) then the only way to change that password is to delete the opr records for this target and then manually recreate that set of recrods from scratch.

A -f option on the modify command (opr -m -f) would eliminate that manual effort.
