Workround:
Each version of the OPL developers pack for the different
SDKs contain a version of OPLTRAN.
So install a working version and use that. e.g. 9500 SDK +
9500 OPL developers pack. (The OPLTRAN tool has to be
slightly changed, to allow the Windows environment variable
EPOCROOT to be used.)
