#21 Non-unique taxlot number sent to cancelled number table

Testing v2.1.2_405 in Arcmap 9.3.1 sp 1. A taxlot is split with auto update on. Resulting taxlots both have the same number. Using the taxlot assignment tool to renumber one of the taxlots results in the original taxlot number being added to the cancelled number table. Since the taxlot number is non unique in the taxmap before the new number is assigned to one of the taxlots, the original numbers should not be written to the cancelled number table.
