#1 Runtime error loading COM addin

After checking the box for DaisyTranslatorWord2003Addin and clicking OK the addin does not load. Message is:
Location: mscoree.dll
Load behavior: Not loaded. A runtime error occurred during the loading of the COM addin.

Attempting to install the recommended fix office2003-KB907417-FullFile-ENU.exe produces the message:

This update has already been applied or is included in an update that has already been applied.

I am using Windows XP Pro Service Pack 3, Office 2003 with latest updates.

Any suggestions would be appreciated.
