#1 Open Workbench’s "Translate-ability"

Re-organized resource file elements into two parts – one
those required to be translated and the other that do
not require translation.

Created a template resource file project for dialog boxes
that can accommodate String messages of all languages.

Externalized language specific Java error messages to a
properties file.

Created a translator and developer guide describing
steps that need to be followed to customize Open
Workbench to a specific language
