#38 choosing language

I would like to be able to manually choose the language of open workbench interface. Currently, it uses the one of the operating system (changing it generates a couple of unwanted side effects depending on your environment).

Since all the documentation is in english, it is almost necessary to have the program in english (unless you are familiar with the project management in your language).

I tried to change the language by renaming a couple of files, but I only get about 70$% of the interface in english.
