#15 Add Pending Start date explicitely to project properties

The Pending start date is a very nice feature for manual
weekly updates of actual hours. But now the date is
hidden in the Advanced part of the project properties.
Please add it to the project properties explicitely (maybe
under Scheduling?), with a button for periodic
increment/decrement and maybe a scale (like in PMW
4.0)

The pending actuals functionality of PMW was a very useful
feature that I would like to see restored to OWB.
