There used to be an API twenty years ago. Since then Open Workbench was merged with what today is Broadcom's Clarity.
I cannot think where you would get the API and whether is would work with any Workbench from recent years. When used with Clarity OWB stores data in the Clarity database. Though data can also be stored in files. You can use many database tools to access the Clarity database so you really do not need an API. The supported way of importing and exporting data to Clarity database is XOG which comes with Clarity.
I am not aware where you could get a current version of OWB other than with Clarity which is a commercial product.
When OWB was freely available there were connectors for transforming the OWB files into MS Project format in limited manner. They may still be found in the net.
My understanding is that the OWB files are zip files and some data may be accessible unzipping, but it is not possible to enter data.
OWB in Sourceforge is not very active. The OWB site was taken down years ago after it had been hacked. There are some recent discussions on the site created by the Open Workbench Warrior.
Most recent discussions on OWB are in the Broadcom Clarity user community.
