#60 XML read error with perc-comp>0

a percentage completed (percomp) > 0 creates an error
(value out of bounds) when reading OWB XML file. No
error with Microsoft Projects XML file and .rwb.
Effect is, that the entire project is not read.

Are you saying a percentage completed (percomp) > 0 or
a percentage completed (percomp) > 1.00

1.00 = 100%

However, whatever I write in the XML file belo 1.00 is
displayed in OWB as 0%
