Do I have to be in this folder to carry out configure scrip?

You could extract the file where you want. Preferred path is
in /usr/src. If you don't have make, then you should install it.

    Thanks for the quick reply.
Ok I have installed make from cygwin.
    Now when I rum make
It states @no targets specified@- what should I put here?
And make install states @ no rule to make target@ again
    what should I put here?
Entering jtag now gives command not found Am I correct in
thinking that a command with ./ in front of it runs only from
    that directory? Ie c:/cygwin/usr/src/jtag.

It looks like you did not run ./configure. If that is not
your case, please post output from the ./configure script
and exact output from make command.

OK I have now installed jtag, ioperm and include in the src
sub directory. ran ./configure on ioperm -all ok,ran make and
make install seemed to complete all ok. same with include.
then ran ./configure on jtag seemed ok. then ran ./configure
script and make ouput posted below. Couple of errors.
Should I of ran ./ configure script on ioperm and include
    after ./configure ?
    Not quite there yet.
